Oregon Handyman Licensing: CCB Rules and Narrow Exceptions

The small-work exception is narrow

ORS 701.010(4) describes an exception for minor, casual or inconsequential work whose aggregate project cost is below $1,000. That total includes labor, materials and other items, not just labor. The exception does not apply to a person advertising or otherwise presenting themselves to the public as a contractor.

Do not use a three-tier rule of “no license below one labor amount, limited license above it, full license above another.” That is not what these sources establish. Have CCB assess the actual activity and circumstances before relying on an exception.

Information to gather first

• The property location and exact work requested.
• The full project scope, including related work and materials.
• The business identity and who will perform the work.
• Any proposed exception and the current rule cited for it.
• Any local permit question or specialized trade work included in the request.

For a mixed repair list, separate the tasks clearly. A business registration, an insurance document and a contractor credential answer different questions; ask what each document actually establishes. Do not infer the coverage of a particular insurance policy from a general article.

Can materials be left out of the exception calculation?

No. The cited statutory exception is not labor-only. Present the complete project information to CCB when asking whether it applies.

Does a small invoice establish that the work is exempt?

No. The nature of the activity and the other conditions matter. Get a project-specific answer rather than relying only on an invoice total.
