California Handyman Licensing: Small-Job Rules and Limits

The job title is not the test. California's Contractors State License Board (CSLB) bases licensing requirements on the project and the conditions under which it is performed. Do not rely on the old $500 rule still repeated in many articles.

What the current CSLB guidance says

CSLB identifies a license requirement when a project needs a building permit, uses additional workers, or totals $1,000 or more. Its small-project exception requires a total below $1,000, including labor, materials and other costs, with no required building permit and no employee labor. A larger project cannot be divided into smaller contracts to obtain that exception. See the CSLB licensing and exemption guidance.

Prepare the whole project description

Write down everything you want included before asking whether an exception applies. List removal, installation, materials and any related work. Explain whether the request is part of a larger renovation and who is expected to perform it. A short task label such as “replace a fixture” may leave out the information the authority needs.

Ask the local building department about the actual permit requirements. If the professional relies on an exception, ask which current rule supports it and what assumptions the assessment uses. Do not treat a low estimate as an independent legal determination.

Keep credentials and the agreement specific

Confirm the business and person assigned to the work rather than relying on a generic “licensed” claim. Ask for a written scope identifying the work, supplied materials and proposed changes. If the scope changes, revisit the requirements instead of assuming the original assessment still applies.

Does staying below the dollar threshold settle the issue?

No. The other conditions still need to be checked against the actual project. Refer to CSLB and the local building department rather than relying on the amount alone.
